The Developer and Timeline
The property at 1909 Washington Avenue, formerly Greig Motors, was purchased in August 2024 by Penta Hwy 105 Venture LLC. This entity is associated with the Greater Houston Retailers Cooperative Association, Inc. (GHRA), a large organization with plans to rapidly expand the "Kudos" gas station brand across the Houston area.
August 27, 2024: Penta Hwy 105 Venture LLC purchased lots 7, 8, and 9 of block 426 of the BAKER W R NSBB subdivision.
November 14, 2024: The developer's application to "replat" the lots (combine them into one) was approved by the Houston Planning Commission. This approval was granted without requiring public notification to adjacent property owners.
May 15, 2025: A project registration was filed with the Texas Department of Licensing and Regulation (TDLR) under project #TABS2025019114, officially identifying the site as "Kudos Washington," a new 3,800 sq. ft. gas station.
What's Next: Permits and Approvals
While the replat is approved, the developer still needs several critical permits before construction can begin. This is where community oversight is crucial. Key required permits include:
Building Permits: Plans must be submitted to the Houston Permitting Center for full review.
Petroleum Storage Tank (PST) Registration: All underground fuel tanks must be registered with the Texas Commission on Environmental Quality (TCEQ).
Air Quality Permits: The facility must get authorization from TCEQ before starting any construction due to the potential emission of gasoline vapors (VOCs).
Access Permits: The developer must get approval from the City for entrances and exits. A triangular, city-owned parcel of land sits between the developer's property and Washington Avenue, and their access plan for this public land is a key point of concern.
